Profile

Before coming to PTS, David served as Boeing's corporate vice president for government relations. Prior to that he worked in senior positions in the Federal government, including as the Staff Director of the House Appropriations Defense Subcommittee and as the Deputy Associate Director of OMB for National Security - the President's senior White House staff responsible for the defense and foreign intelligence program budgets.

He has an MPA from Maryland University's School of Public Affairs, an MDiv from PTS, did a bit of executive MBA work at Wharton, and is a PhD Candidate.

His wife is Phebe Novakovic - CEO and Chair of the Board of General Dynamics and a member of the Board of Directors of JP Morgan and the Board of Trustees of PTS. Together they have 5 children and 6 grand-children.
